I am uncertain whether Element-14 have set themselves up for PayPal, though I see one person managed to pay that way, RS seem to have withdrawn the page stating they accepted PayPal. I think the best thing to try if you don't have a credit card or a debit card backed by Visa or Mastercard is to purchase one of those prepaid credit cards if they are available in your country.
Other than that, a direct email to Customer Support, or I understand, contacting them via Twitter works well.
