There's absolutely no Practical reason to produce a Cluster from RPIs as they are not powerful enough to warrant the overhead you would be better off buying a PC.
The whole point of making the Cluster is merely to learn how such clusters go together and play with the software, so from an educational point of view it's worth while.
If educating yourself is where you are going then this is a good idea I'm all for this!!
BTW you can create several VMs on a PC and do the same thing rather than buy new HW or even mix real and VMs together and do all sorts. Just bare in mind that an RPI does not bring enough power with it to be truly practical .
It's for the hands on aspect for my Son and I. VMs could absolutely fit the
build (and I have run test scenarios via VM in the past), but this is all
about being able to also "physically" play around with the technology

As an educational device and demonstrator the RPI is great.
