Think Pi3 may be my answer to my VDI question. Need to know if I can do a Remote connection from the Pi to a Windows PC?

What kind of remote connection? Like remote desktop? Or a lower level network connection?
Remote Desktop clients are available for the Pi.

There are a number of tutorials showing how you can remotely access your RPi from a PC running windows.
All you need is a network connection and some software.

He asked if he could go from the Pi to the Windows box, not the other way.

If you go for a Pi 3, yes you can do RDP as a client to a remote Windows PC. This is a good blog itToby: Using a Raspberry Pi as a Thin Client for RDP/RemoteFX/VMWare View or Citrix . But do not use the image since old and not Pi 3 compliant. I highly recommend Remmina | Remote Desktop Client for Linux. Great support and solid code.

PS Since you asked about VDI on Raspberry Pi 2/3 see http://raspberryvdi.com/?page_id=201 Seems like they are trying but not ready for prime time yet.
