If no budget(sky's the limit) I would pick a Tegra K1 Jetson from Nvidia.

Another option (with no budget) would be the UDOO X86 Ultra. It runs Intel
HD 405 Graphics. Its supposed to be able to run 3 4K screens at once, and claims to be 10x faster than the RPi3. It's a really neat board.
