I think that a 360 degree camera does not exsits at all! Maybe you are thinking to 150 super-wide angle, A fisheye camera. As a matter of fact you will find on the market small camera with an angle of 120-140 degrees max, hopefully without lenst distortion.
In my opinion the best solution is a Raspberry PI controlling a rotting camera supporting to be remotely controlled by an external computer. Then there are good stick software (also open source running under Linux easy to adatp to the Raspbian distro) to have the Pi making all together.
Please can you explain better what do you want? Take in account that speaking of cameras we should also consider image quality so it is a key factor the available budget (or the availability of a camera.

I would take a standard RPI camera and mount it on a motor, so you can scan 360 degrees in set increments and then integrate the images in OpenCV.
