Does such a display exist? I have looked everywhere.

There's the 2.4" touchscreen, but it's resistive: 4DPI-24-HAT 4D SYSTEMS, HAT Primary Display, 2.4", Raspberry Pi | Farnell element14
Not sure I've seen a small one, that's capacitive. Those tend toward multi-touch functionality, which I guess most manufacturers don't see as being all that practical on a small screen. Single touch is probably all anyone's really going to do, except in very specific circumstances (which is potentially what you're looking at).
What's the application you have in mind? That might help folk to narrow down your options, or even suggest alternatives.

The smaller the screen, the easier the installation will be.
I need capacitive touch since I plan to use swipe on the screen as a way to change the menu-options. (It it important that is actually swipe and not physical buttons or a button on the screen). Resistive touch seems to either not support swipe or offer a very uncomfortable swipe.
Ah yeah, tricky that. As you say, a resistive screen might not recognise the swipe all that well.
Maybe (as an alternative, if you can't find the capacitive screen) you could set it up so the screen is effectively divided into three columns, and tapping the left side or right side move between menu options, while tapping the centre is used to select?
You may want to look at http://www.ti.com/lit/ug/tiduc04/tiduc04.pdf not so much as a solution but to understand the design problems of capacitive touch. The size of 12 buttons are 75 mm by 50 mm which is very small. Room is needed for 12 LED's. I think a screen would have issues at such a small size.
