To hazard a guess, I would suggest checking to see if you are configured as a gateway device. If you are using the RPi3 and Raspbian out of the box, its WiFi port is set up to connect to an existing device using dhcpcd to connect. To get things to work as an access point, you need to connect to the internet port (your main connection) using the wired connection (CAT5/6), then set up the Pi with a dhcp server and firewall. Sites that I find helpful for extra Linux stuff are; http://www.linuxfromscratch.org http://www.slashdot.org and http://www.freecode.com,

What I hope to achieve is to set the Rpi3 up as an access point capable to run the 802.11b protocol only.
Presently it allows me to run the 802.11 g protocol but refuses the b protocol

I am not sure about the limitations of the wireless system used in the RPi3, but I think it is a combined Bluetooth and WiFi device. It could be that it is limited in its method of configuration and can't provide "b". Might need to study the schematic and spec sheet information. Might not be an easy answer.
That sounds odd. The WIFI chip is connected through an SPI/ MMC like connection, while the bluetooth is connected through an UART connection. Why would a chip that already has a "reasonable" interface with the CPU like SPI/MMC/SD also use an inferior interface like UART?
P.S. Everybody says the raspberry pi has 802.11n. So maybe b/g is simply not supported?
