Does it have a warranty or return policy?
It has the same warranty as anything else you by from Farnell. Most probably this depends on the country you are in, and its laws regarding warranties.
If you got it from a local reseller, then NO.
Even from a reseller, local laws should apply (e.g. if its DOA it can be returned to the reseller).
Your unit should have come with a warranty policy slip of paper in the box (they usually do). Take the time to look for it and read or, or ask your supplier.
Generally, there may be certain rights that you may have depending on where you bought it and the local laws, however, with most development and prototyping gear, warranties are quite restricted due to the nature of the product. Many warranties are covering manufacturing defects only - if you have "accidentally" abused the unit (e.g. by applying the wrong voltage) or mistreated it (e.g. used it outside of an ESD protected environment) or physically damaged it, this is not covered by the warranty. Neither is damage caused by third-party add-ons which may connect to the unit (e.g. faulty power supply, HAT connector accessory). Most warranties also exclude consequential damages (e.g. if the Pi fries your SD card).
