Possible newbie with a few questions

Hello everyone,

Before I ask my question I want to give some background, here goes:

I am sure everyone has heard of radio control cars, plans, boats. I am doing radio control tanks.  We have 1/16th scale WW2 tanks. We fire Infrared “shots” at other tanks and do battles. If you want to see what I am talking about go to youtube and search for the channel “fragarmor”. There are about 8-10 videos posted there.   I want to be able to set the view as a tank commander and drive the tank remotely without standing over the battlefield.  This would make the battle more realistic as we would have to be very careful where we drive and look around carefully for enemy tanks. The idea is slow and careful. The pictures on the youtube site are from a GoPro camera that was mounted on the back of the tank.

I am interested in the Rasberry Pi but want to get some answers before I actually purchase one.  I am trying to find out how to a) connect a camera , b)connect a wifi transmitter, c) access the Pi from a tablet computer, d) connect to a 24 volt battery and reduce the voltage to 5 volts for the Pi. Part a and b I have figured out by reading the posts here. Need some ideas about c and d.  I think vnc would work for the remote access but want to check with the experts. Biggest hurdle would be the power. Not sure how to do that one.

Any ideas or suggestions would be appreciated. Thank You for taking the time to read this.

for D is easy (Well to me anyway image), what you need there is a buck regulator that will efficiently convert the 24V down to 5V. If you use a linear regulator you will waste  most of the power in the conversion from 24 to 5. with one of these it will be better than 80% efficient

example is this from ebay DC DC Buck Converter Step Down Module LM2596 New Power Supply Output 1 23V 30V | eBay but you can find them at local electronic stores and possibly on Element 14 also,
