If you want to use startx, then if you have a windows computer, there is a built in application called remote desktop. Just enter your pi's ip adress and hit connect. I am not an expert but you do meed to install Xrdp on the pi firsthand.
You most definitely can. You will need to place the pi and your laptop on your home network. Get an ethernet cable and plug your raspberry pi into the network. Your pi should already have xrdp installed, so all you need to know is the ip address that was assigned to the raspberry pi. The easiest way I have found to do this is to log into my router and find the ip addresses listed in the "connected devices" table. This will be different for every type of router. Next you need to open remote desktop on your laptop or, hold the windows key down and hit r. In the window that opens type MSTSC and hit enter. (Microsoft terminal server client). After it connects, log on like you normally would.
The hardest part for a newbie is finding the ip address. You can google search "finding my raspberry pi's ip address". Someone wrote a program to help with this, but I have not tried it yet. Ivan X's Raspberry Pi Party.
You're going to find a lot of talk about using SSH to do this, but that's the old way of logging on. It will still work, it's just not as nice or as easy as using xrdp.

Not needed to install an IP scanner on the IP. To know what is the IP (no matter if it is temporary IP assigned by a DHCP server, usually the ADSL router), it is sufficient the command ifconfig from the terminal
Not essential to use putty (or vlc, or remote access from Windows etc.). All these methods works as well but it is sufficient enable the ssh access from remote from the Raspberry PI, it is an option of the raspi-config configuration command. Then, on the PC computer the user should start an x-terminal session with the command ssh -Y pi@[Raspberry-IP-Address] to launch any graphic application and see it on the computer monitor.
