Recently, I have received ridiculous amount of RoadTest spawned Spam. It's inundating my email box. The post appears to be locked, but it's still getting sent out as an email notification.

I disagree.
I believe that element14 should be verifying the account before allowing them to post multiple entries.
You could allow a single discussion entry, that requires verification by email, before it gets published.
Once they have established the account (and element14 has a valid email) then the next 10 posts are moderated.
If they show that they are genuine then they should have full access to the site.
Most new people arriving either can't or don't check if their burning question has been covered before, so this encourages them to look first.
It also allows a new person to pose the question that may have brought them here, verifies the email address, otherwise its never seen.
It's not a large price to pay to belong to the community, and will rid us of the plague that is currently occurring.

I was kidding of course. The problem with what you're suggesting is that it might add more resistance than the average user is willing to break through, while spam bots can easily check e-mail and click links if they have to.
Usually spam is delivered via spam bot (script), so captcha is the only reliable way to keep them at bay. Could even be used as you said, only for new accounts until they get to a specific level and a number of days have passed.

Most of the folks that are here are level 1. That in itself is not a problem. We all started at 1.
The problem is that only a few continue on and use the site for information, parts and in some cases comedy relief. The rest are only here for the RoadTest free stuff and never advance or use the site for anything else. And finally you have the Spammers that troll boards and sites looking for traffic and an easy way in. I'm not just pulling this out of a hat. The figures concerning member status are available.
With this in mind jumping through a few hoops would be more than appropriate and accepted.
