At home, if my resources were limited, I would use phenolic as it isn't glass-filled, making it less hazardous.
CEM material is best. It's easier to cut and drill than FR4 and phenolic. It's available coated with photo-resist.
In general, use Fr4 material
With FR4 scratch off the top coating at highZ nodes.
