I do not know of a chip that will give you up to 10V output, but there are chips that will give you a digital output. If you want 0 to 10V output, I would use an instrumentation amplifier. If you do not know how to use these amplifiers, tell me the load cell you are using and what voltage you want to power it from and I will try to help you with a circuit.
Maxim Integrated Products makes two signal conditioning chips that I know of. They are the MAX1452 and the MAX1464. ZMD (http://www.zmdi.com) in Germany also has some signal conditioning chips for pressure sensors and load cells. Go to their web site and hover your mouse over the "Products" button and you will see 8 Sensor Signal Conditioner Products.
