I've often been able to use similar adaptors and not even require an additional power supply, but your milage may vary.
Given that a 2.5" HDD averages around the 2.5W area, the USB port should be able to handle it. Failing that, get a 700mA-1000mA Micro-USB power supply and that should provide plenty. You will most likely be able to test it with a Mobile phone charger first.

many thanks for your suggestions, but I've had no success.
The drive I'm trying to read externally is a 1TB wd10purx.
It requires both 5v(.7a) and 12v(.55a) power rails.
I was using Farnells product 1778241 successfully, but unfortunately, this product is discontinued.

The new adaptor you have ordered is only suitable for 2.5" hard drives. It looks like the drive you have identified is a 3.5". Therein (likely) lies your problem.
