But my question is how do i make the LM3915 react to a spesific hertz?

A simple band pass filter then fed through a diode to an RC circuit. The average DC level will represent the amplitude of the band your filter is set to
You can do the whole thing in analogue with a bar graph display or you can feed the rc output to an ADC and have the micro-controller do the display
