The Tenma power supply turned off when I switched from 230V to 115V with 230V connected.
it is not getting ON. Not sure if fuse has failed.
Any idea how to make it ON?

Did you see magic smoke? If not check the fuse!
Another component to check is the slide switch itself. Deenergized, of course. The physical construction of those switches isn't robust when it comes to dealing with arcing switching. The good news is that they are readily available (in many cases) and are not hard to replace. Good luck.
I am not familiar with this specific power supply but I think setting the switch to 115V while it's still connected to 230V would expose its internal power conversion circuitry to twice the voltage it's designed for.... hopefully it isn't damaged and it's a simple matter of changing a fuse.
i expect this has a switch mode supply then if it designed properly it would have some Gmov (varister)
if your lucky 2 of those and a fuse and your away.
a lot of time i disable that switch
