in case someone has this issue, after discussion with vendor, we got a calibration procedure (here attached). but still not helping for the precision. we ended up buying another power supply in similar price range: MP711057 DC POWER SUPPLY. It works well and sets the correct voltage!

That is an interesting one. I hadn't seen that before.
SCPI. Isolated by default, so you'd be able to put some in series if you 'd need a higher DC voltage...
10 mV resolution, granular enough for a power supply.
