Nothing would be quicker (or cheaper) than weighing the wire rolls. If you are buying a lot of wire it's definitely a quality problem and can only be resolved by QA type methods. When I was involved in…

The only easy way I can think of that may do the job is Time Domain Reflectometry (TDR), this sends a pulse down the wire and measures the time for it to reflect but I dont think it will work with just…

The problem I see with weighing is that the OP is concerned about 1-2% loss of length which is only a 1% (max) variation in wire diameter so while low weight might be a good pointer to short length his supplier would argue about it (and if totally unscrupulous could leave the reels somewhere damp for  a week or two before shipping !)

When I was involved in running  a business in automotive we received millions of parts and we didn't inspect very many of them (only while there was a problem with a supplier which they either fixed or they lost the business). The automotive customers didn't inspect our stuff either - they screwed it straight onto cars and billed us for the total cost of fixing things if it didn't work (then or during warranty period.)
