Hi,
there is a reference design available from Fairchild, that will support this requirement. Remember, 380V AC translates into almost 540V DC so your typical flyback will not work. This design will support up to 1000V DC at good efficiency and low standby power. You just need to add a threepase rectifier at the input, as per attached image.
