Hi Anupam,
It appears that the rotation is done in the middle ring.
The center pole supports the upper ring at the top and everything swings off the center ring.
I could be wrong, but that's what it looked like to me.

but the main question is hw is it rotating about about the pole's axis there seems to be no actuator there??
