How much time should be dedicated to scenario planning when developing a test plan?

The  effort required  for preparing a Test Plan depends on test equipment  availability, structure but also in Testing knowledge. If you are well  versed in Test then  it obviously saves time and the final copy of the  plan can be drafted  quickly. The same applies for the effort required  for Test scenarios and  creation of Test Cases. However, if you are  relatively new to the system under test and  environment then more time  will be consumed but there is  no fixed rule/formulas for figuring out  the effort for any testing  activity.

Unless the scope of the testing activity is  finalised, the Test plan document version count might well increase.

What % of time is allocated to Test Scenarios in teh overall scheme, or what should be allocated?

1.Testplan - 10%?

2.Test scenarios - 30%?

3.Test Cases - 60%?

Test Scenarios and Test Case mean the same thing when working on a test plan. Test scenarios are test cases with the sequence they will be executed.

I say 60% is a good number. Drop the 30% in step 2. Now you have some extra time to add elsewhere.
