Tried to fill out an.apication for.the element 14 comp And it won't let me save or send it in what am I doing wrong.....keeps telling me to.contact administration

Does it let you save it as a draft? Have you tried different browsers?

Go to Upcycle It Click on Join button Fill in ALL required fields in red Should find a Submit button or Save Draft at bottom of page

Just tried both options (draft + submit) with Chrome, seems to be working. Did you fill in all the mandatory fields?
