If it is silicone sleeving then perhaps not the easiest to glue unless you prime the surface first with something like Loctite 770. However if you use enough hot glue then you might get a C-clip type mechanical…

nice analysis. I had some EL wire on projects in the past, didnt like the noise, but for some things works out fine.
