Azure Sphere Starter kit problem

hi, i receive the azure sphere starter kit. for this 2 days, i've been trying to setup the device. on show device attached , the result is this

does this mean the board faulty? or the image flashed through recover is wrong.

i cant create a tenant, check device id, check version of os installed. i've been trying to use another cable, same result.

    I have notice you need to be patient setting up the device. Many things happen behind the scenes. Once the OS is loaded or reloaded if out of date, then things can be done...

    Please read the section on TAP-Windows adapter at:
    https://docs.microsoft.com/en-us/azure-sphere/install/troubleshoot-installation

     

    Notes:
    1) Your "Recovery" and "Debug" serial interfaces are working correctly. This verifies that the FTDI drivers are installed correctly

    2) If you have a VPN client network adapter running (eg. Cisco AnyConnect Secure Mobility Client Connection) this could be your problem.
    If this is the case, disable this VPN "adapter" an retest the SDK commandline communication with Azure Sphere
