I'm having a hard time finding out how to receive the starter kit for free. I'm from the USA. Is the time to sign-up over?

There was an email that came out where you could get a promo code that you would use when placing the order. It will reduce the price from $75 to $0 but you will be responsible for the tax and shipping... mine was ~ $13 and I received it within two days.
