Azure Sphere device cannot connect

I have installed per the instructions and all goes well until I try to connect to the command prompt, it says it cannot connect to a device. I went thru the debug prompt , monitoring it with putty and this is what the console reports

    lotekmachine try this command looking for the following output...

     

    azsphere device capability download --type appdevelopment --output ./appdevcap
