Since you can import about anything into EAGLE by using script files,
it's normally a matter of exporting the data from your source.
If Protel allows for any "processable", known data format export, it
will surely be possible to write a converter from that format to EAGLE
script language.
Maybe it's better to start at that side: asking for the export
capabilities in the Protel world.

I think this issue is more critical for EAGLE users than the users of
Protel. I can find the Protel OrCAD symbols and footprints of Analog
Devices components in their web site but the corresponding parts for
EAGLE were postponed for at least more than two years. I guess the
better way for me is to find a converter in EAGLE user community instead
of other communities.

formats. So how should we be able to help?

Maybe you ask for help in a more generic cad newsgroup. Perhaps someone
(some Protel user) can provide more information about how to obtain
anything out of Protel files. However, maybe you'd need the Protel
software then - which wouldn't help you either, unless the required
export functions also work with demo versions... :-\

Unfortunately, I did not have the information for Protel file format,
either. I guess this issue is temporarily insoluble.
I recall that Protel used to have an ASCII format for its pcbs. I have
no idea about what Altium supports. A quick search on Google indicated
that Protel PCB and Schematic libraries can be saved in an ASCII format.
With sufficient knowledge of the Protel ASCII format (from their file
format specifcation) and Eagle scripts it might be possible to write a
conversion tool to create scripts to import in to Eagle libraries.
There are ULPs in the download area of the Cadsoft website to export
from Eagle to Protel e.g. export-protelpcb.ulp. Although this is the
opposite direction to what you want it may provide some hints for
writing a converter.
