Which of these two processors (Xeon or Core i7) would be

Currently: 1,30mn under my old P4 3Ghz.

If you compare cpus with equivalent features (e.g. clock speed, cache, and so on) you should have the same performance in system with comparable characteristics (equivalent RAM, mainboard, GPU, etc.). Xeon support ECC memory which is usually used on server systems. In my opinion you can choose the one you prefer and have in both cases good performances.

That would probably be the one with the highest clockspeed for single core
applications. Eagle is single threaded, so having multicore processors
will only help if other concurrently running tasks are slowing the
computer down.
If looking at GHz vs. cost I'm guessing that would be the i7, with turbo
speed. Other factors can account for increased reliabilty, though, like
the Xeon using parity memory (ECC) instead of normal memory like the
'consumer' i7. Also the quality of motherboards, chipsets en ethernet
adapters can play a role in decision making.
