Auto routing all pads on one level

Hi,

Eagle 5.6 light.

Is it possible to route all the pads on one layer and only use the other

layer with vias. I do this when I build my proto boards as it helps to not

have to solder top pads on thru hole pins (electrolytic caps for example)
