restricting inner layers

I have a 4 layer design with power and ground filling both internal layers

with no internal routing just vias.  I want to set up a restriction to

prevent the power plane filling an area.  How do I set up the internal

restriction?

    if I understand your question correctly, you want some areas with no

    fill, open in other words, on your internal planes.

     

    if this is the case, use polygons on the inner layers to make the planes

    and simply don't draw them over the areas where you want it to be open.
