restricting inner layers

I have a 4 layer design with power and ground filling both internal layers

with no internal routing just vias.  I want to set up a restriction to

prevent the power plane filling an area.  How do I set up the internal

restriction?

    Besides using multiple polygons to cover the area (as Gary already

    suggested), have a look at the attached board file for an alternative.

     

    Also a closed wire frame will keep the polygon pour out of it's area.
