re:"isolation wire"

In the Eagle Version 5 "8th Edition" manual, in section "7.8 Routing
Multi-Layer Boards", "Supply Layers", it says "After routing, you should
draw an isolation wire around the layout. This prevents short-circuits at
the edges of the board."
1. Since the "supply layer" "is represented with an inverse display", I
assume this "isolation wire" is actually a no-go area around the board,
which would prevent conductive signals from showing up in metal on the edge
of the board?
2. Surely one should do this before routing? At least, that's what I'm
doing, and stuff seems to work. At least the suggestions on page 197 "SMD
Boards With Supply Layers" seems to do OK.
