set palette black;
display none top pads vias;
export image c:\temp\a.tif monochrome 600;
Change the 600 to match the resolution of your printer.

i try
1- gerber file and then inverting it.
2- ps-inverted.
3- image inverted
4-pdf inverted
but all not in same scale size !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
there are an error in scale.
and when i print it by silk screen solder mask i loss alot of money.
Is it a photographic process (i.e. you need to provide it with a negative)? If so, how are you producing the photographic material? Is it printed out somehow?
(I'm just trying to gauge why you're having problems with scaling, and where those problems can lie).
