It looks like the gerb274x-4layer.cam job has a bug, according to the
listing. When it processes layer 15, it only reads pads, vias and
dimension, but not the signals on layer 15.

Lets get a misunderstanding out. When making 4 layer boards, the
innerlayers can in theory be at any layer between 2 and 15. You choose this
in the DRC window.The cam file needs to match your stackup configuration.
If the cam is made to use layers 1,2,15 & 16, it will fail on a board file
setup to use layers 1,2,3 & 16.
