I am making several boards with common connector layout and mounting holes.
Have one board laid out so far and want to take this to use as a template
for others. What would be the best way to do this?

Using "hierarchical.zip" (in ulp download section), you can convert your
board ans schematic to a device in library. So you preserve the layout you
want.

You can't copy and paste from board. But you can within libraries. So
draw the outline and the reference holes in a new package. Then place
the pads for your connector (from scratch or pasting the package of an
existing one). Create a symbol with the same connector including other
pins if needed. Eventually complete the job creating the device.

You can copy the board outline, holes and text etc. and paste it into a new
package.
Leaving only the pads for the connectors to be added..
Follow along:
In the board editor, clear the group with the following line in the command
line.
GROUP;
Next select the GROUP icon. Add the board dimension lines and the holes to
the new group one at a time by holding the CTL key as you click the objects.
When ready, select enter COPY(>0 0); to copy the group .
By moving the cursor you can confirm if you have selected all the lines and
holes.
You can press Esc to get the selection off the cursor.
Open your library and open a new package.
Enter into the command line PASTE(>0 0);
You may need to group the objects again and move them to get the origin to a
different place.
Then add to the package the pads and other objects you need.

Tried making a library footprint by pasting in a copy of the board. Would
not accept the components on the board like the connectors I wanted to use.
I suppose I could just make a dimension markup in the measures layer to give
