I am making several boards with common connector layout and mounting holes.
Have one board laid out so far and want to take this to use as a template
for others. What would be the best way to do this?

You may create a new part in your library with the connector and the
mounting holes.

Tried making a library footprint by pasting in a copy of the board. Would
not accept the components on the board like the connectors I wanted to use.
I suppose I could just make a dimension markup in the measures layer to give
outline and center marks of connectors and holes.
