Eagle PCB Layout Editor PNP Transistor E and C pins swapped?

Device -> BC557B-PNP-TO92-EBC (*-PNP-)

Package -> TO92-EBC

Library -> transistor

 

Are the E and C pins swapped somehow when you design the board?

The orientation of the transistor (silkscreen) on the board doesn't comply to datasheets of the above mentioned device.

    There were several variations of the TO91 package. When using one, I always

    confirm manufacturer's data against library .dev data. One reason why I

    usually put a working library in the project folder. I can edit things on

    the fly and not be worried that any changes will result in problems with

    other uses of the device.
