I'm guessing that, if you move the via, the big X will remain and is at
a point where two wires, with the same name, on different layers end. It
represents an airwire of zero length. i.e. from one layer to another
vertically.
In your situation I suspect the Vias need to be named so give them the
name of the routed traces that end at the X.
The manual covers generating named vias automatically as you route by
changing layers with the mouse scroll click centre button or alternately
Shift Click when you terminate a route at the same point as a wire of
the same name on a different layer.
Get into some tutorials and reduce your grief

the cross stands for a vertical air wire.
I assume you're routing a net and now have traces in different layers
with overlapping ends.
And it seems, you are trying to create the vias manually.
In this case you need to enter the net name one command line (either
after activating the via command by clicking, or directly by entering
"via 'netname " on the command line.
But:
vias are created automatically during routing by changing the layer,
either by selecting one from the drop down menu in the tool bar, or by
clicking the middle mouse button.
And: don't use the wire command to draw your traces. Use the net
command.

Check your stackup too. Does the via go trough all layers (1-16)? I'm
thinking maybe you messed the stackup to do stacked vias.
