Outlines in the milling layer are not recognized by the polygons - and
this is fine, since otherwise you can't produce metallized slots.
If you want the polygon to stay away from the milling, draw the outline
in the dimension layer as well. There's a DRC setting for the distance
between copper and dimension that will be used.
