I'm tring to create a footprint for a connector..
How can I create a t cream layer?
I need a smaller t cream pad than the Top layer.

The first thing you need to do is go into the properties for the smd and turn off automatic cream generation by unchecking the "Cream" checkbox. Now you can use the polygon tool to draw a smaller tCream area on the tCream layer. Note that the line width of the polygon will affect your polygon size and don't make it 0 or it may cause exceedingly long gerber generation times.
I wrote a tutorial series about creating library parts in EAGLE which you can find here: EAGLE Tutorial Series
Creating custom Stop and Cream apertures is covered in part 4.

First of all, usually you do not need to create it at all, because it is
generated automatically from the SMD pads.
The final shrinkage relative to the copper pads is defined in the
board's DRC setup (under Masks), not in the library.
Display the tCream layer in the board editor to see it.
Only in special cases you have to manually draw cream masks as described
by Rachael.
