marked as "0R". What does that mean? Anybody understand this ?

It means zero ohms. As well 4R7 is 4.7 ohms, 1k2 is 1200 ohms and 6M8 is
6800000 ohms.

generally these are fuses or ferrite bead.

the power to. Maybe ...

I doubt that. I am 99% sure that this denotes a supply to both Vdd AND Vcc;
a power distribution point. Means, 0R "bridges" in BOTH places. The reason
may be that you can simply detach individual supplies, to facilitate
debugging. These bridges can also be replaced by some low valued resistor in
case there are noise problems.

I would suggest that the designer has split power supplies. The rest of
the circuit requires both Vcc and Vdd supplies. For one reason or
another, these have not all been named as the same net. perhaps one is
an analogue rail, the other digital. They are brought together where
these resistors (jumpers really) are on the board. The same trick can be
used to have split grounds.
