What does autorouter warning "used but not enabled!" mean?

There is a layer that contains copper elements but you don't allow

the autoruter to use this layer for routing. So the Autorouter

has to ignore this layer and it could happen that the Autorouter sets,

for example a via, that covers a track inside this layer. This could

result in short circuits or a drill through a track or something like

that. Best would be to allow the Autorouter to use this layer, too.

The two inner layers are solid copper layers only to be used as power

distribution layers to aid routing. The board does not have blind / buried

vias.

So, although I don't have any tracks in these inner layers, I do want the

autorouter to be able to place vias to connect to these layers where

necessary.

If this is what I need to do, please could you explain how to explicitly

allow the autorouter to use these layers? All I can find is the "supply"

checkbox in the display layers menu.

My 4-layer board uses layers 2 and 15 as internal layers.  In

TOOLS/DRC/LAYERS, I have my layer stack-up (called "setup" by EAGLE) as

(12*1516).  Layer 1 is the top layer, 2 is the GND layer, 15 is the

VCC (+5v) layer, and 16 is the bottom layer.  I have layer 2 defined as

"$GND", and layer 15 as "$+5v".  The "$" makes layers 2 and 15 power

plane layers.  Don't use the quotes when assigning the names.
