What does autorouter warning "used but not enabled!" mean?

On a 4-layer board, where layers 2 and 3 are the internal layers, I'm

getting the error "Layer 2 (Route2), 3 (Route3) used but not enabled!

Objects therein may collide with vias placed by the autorouter."

 

Please can someone explain what this means and how to correctly resolve this

error?

    There is a layer that contains copper elements but you don't allow

    the autoruter to use this layer for routing. So the Autorouter

    has to ignore this layer and it could happen that the Autorouter sets,

    for example a via, that covers a track inside this layer. This could

    result in short circuits or a drill through a track or something like

    that. Best would be to allow the Autorouter to use this layer, too.
