How to Lay out LED's for a clock

I'm trying to lay out a pcb with an led at each point of the clock. I want to draw guidelines from a center point out to the "face" of the clock for placing the LED's but I can't figure out how to tell Eagle the exact angle I want for each line. I appreciate your assistance.

I may be wrong, but isnt a clock just a 360 degree circle? 0=12 , 30=1, 60=2, 90=3, 120=4, 150=5, 180=6, etc?

Yes, that's correct. My problem isn't knowing where the "hands" go, but learning how to draw guidelines with polar coordinates. If I had a single example of, say, how to draw a guideline from a point to a given distance at a given angle, I would be home free.

Place a relative origin with MARK. The use the ADD command with Polar co-ordinates.
In your case, it would be for example:
GRID MM;
ADD LED3mm (P 20 0)
ADD LED3mm (P 20 30)
ADD LED3mm (P 20 60).............and so on.
where 20 is the radius.
