Just upgrade 4.16r2 to 5.1.0.
In a tiny project, I found CAM utility cannot generate tStop layer properly.

Fixed for version 5.1.2 (see news://news.cadsoft.de/eagle.betatest,
wjere we will announce when the next beta version will become available).
As a quick workaround you can either comment out the lines
AreaBegin = "G36*\n"
AreaEnd = "G37*\n"
from your eagle.def file (which turns off drawing rotated rectangles
as polygons), or make sure there is at least one other object in
the respective layer that doesn't result in a rotated rectangle.
The problem only happens if there are no other objects than rotated
rectangles.
