Hi group,
I have place 2mm holes in a 19 cm circle on a 20cm round PCB at 7.5 degrees
increment.
Can anybody tell me how i could do that. The pattern looks like in this

You don't need an ULP. Simply type the command once in the
Layout Editor's commandline.
Of cours you could also write a litte text (script) file with all
the commands in it, like
HOLE (P95 0) ;
HOLE (P95 7.5);
HOLE (P95 15);
HOLE (P95 22.5);
Save it with the file extension .scr and use the SCRIPT command in
the Layout Editor to execute this script.
