Via without effect (wirkungslos) if Drill > 0 [ref. to design rules/masks/limit]

How can I avoid and remedy this 'Drill Size' error?

and btw I am very careful to put only one via to the board, but often when want to move it later on I find that it consists of two parts (or two vias). Is there anything I am doing wrong here?

You are probably not aware that the via is addred automatically when you
route and change layer during routing?
Another option could be an uncontrolled copy action.

That is not really the case. I am very careful when I add vias. So by all means a via has to consist of only one element - Right?
How shouold I solve this ' without effect' error correctly. Replace it by a new one?

I found the solution myself. The reason for that 'Drill Size' error is caused by different measurement units for the real drill size in mm (here 0.6) and the settings for it's limits (here 24mil). But 24 mil equal 0.6096 mm so 0.6 is too small. I changed it directly in the board file using notepad++'s replace function.
...and all worked fine.
