Creating new parts - copy and paste?

It depends...

You don't say what version you are using, with 4.0 copy & paste it is, but 

I'll assume it's 5.x or higher. In that case:

1) open the library you want to add the device to

2) find the device you want to copy in the 'control panel'

3) right click on the device and select 'copy to library'

that's it! start modifying your enchilada ...

Well that kind of worked. 

I am using 5.5 and am using it for the first time in a very long time - and I never did much library management or part creation when I did use it.  The problem now is that it copied the part to my library but it did not offer  the chance to change the name so now the part I want to use has a completely inappropriate name.  Also, the part I wanted to copy is one of several at the second of the part hierarchy and it only allowed me to copy the top level so I got about 20 parts that I don't want.  I am sure that there must be a way to correct this but I do not find a way to move my new part up to the first level in the hierarchy of my library or to rename it with an appropriate name.  

Wouldn't it be better if there were a menu option to create a new part from an existing part and prompt you to name your new part at that time?    I am feeling frustrated.

Why isn't there a library that  just contains generic packages? Or is there?  I wish Eagle Cad have the option of creating a part from a standard package like MSOP and then prompt you for everything that need to be set like Value, Description, Source, Pin names.  Well, OK, forgetting about re-designing Eagle Cad, at least it could come with a library of generic packages that one could right-click on (ahem - intuitive, that) to begin making a new part.

It does, See ref-packages.lbr and ref-packages-longpad.lbr

Find the package of interest, right click and Copy to library (Your library

that you opened prior to this to ready it for receiving  devices and

packages from Control Panel.)

Then continue to make the new part as explained in the many tutorials

available
