Just want to put parts on the board

Brand new to Eagle but have used other tools. Want to lay out a board directly without creating a schematic. I cannot see how to put down an IC socket from the libarary. Pads and holes work fine but no parts.

 

- When I select  Library > Use and select "ic-package.lbr" nothing opens. 

- When I select Library > Open, I can get the attached window but it is not clear how to drop a socket on the board.

 

Help please!

    You need to create a schematic, and ADD the part to the schematic...you will not be allowed to place the part in the board editor...See notes on Forward & Back Annotation...

    I am l not seeing the logic in this.  I can create a board in layout mode - please see attached. Why would Eagle tie my hands and not let me add a part?  This makes no sense.   These are *not decisions Eagle should make, they belong to the designer.
