I've made sure that the green dot was green in the library, I've selected Library use, and Library open in schematic, but that lib will not show up when I try to add a part.

Perhaps there's simply no /device/ in it, just /packages/.

Seems Plausible. this is a new install of 6.2.0, would you expect that?
Ok, so it does indeeed appear that it's just a package, no device and no symbol.
Is there a quick and dirty way for me to find a generic Device that has the package that I want? SO24W?

Check the ref-packages library, most of the standard packages are there
as well.
Remember that in the board editor you will only see packages so if
there's a library that doesn't contain packages (supply1 for example)
then it won't show up in the layout editor's add command.
